Jababeka and China Silk Road Group Form Innovation Center, Strengthen Indonesia–China Investment

Jakarta, April 23, 2026 – THE DEVELOPER of an integrated, industry-based self-sufficient city, PT Jababeka Tbk (Jababeka Group), has established a strategic partnership with China Silk Road Group Ltd, a multinational group active in the Belt and Road network, by forming the China–Indonesia Innovation & Cooperation Center as a platform for collaboration in investment, industry, and trade between Indonesia and China.

This cooperation was marked by the signing of a strategic partnership agreement aiming for both companies to jointly build the China–Indonesia Innovation & Cooperation Center. It is hoped that this Innovation Center can become a key bridge in promoting two-way investment, industrial development, and business opportunity exchanges between the two countries.

The signing of the cooperation agreement was carried out by Setyono Djuandi (SD) Darmono, as the founder and chairman of PT Jababeka Tbk, and Lijin Yan, as the chairman of China Silk Road Group Ltd, witnessed by Dr. (H.C.) Al Busyra Basnur as the General Chairman of the Indonesia-China Friendship Association, and Tang Yang, as Vice President of China Silk Road Group Ltd, at the President Lounge, Menara Batavia, Central Jakarta, on Thursday (23/04/2026).

The establishment of the China–Indonesia Innovation & Cooperation Center is a concrete step in providing an integrated platform that connects cross-country investment needs with the readiness of the industrial ecosystem in Indonesia. This center will become the main hub to facilitate the expansion of Chinese companies into Indonesia while also promoting Indonesia’s superior products to enter the Chinese market.

Through this collaboration, both parties will optimize their respective strengths. China Silk Road Group Ltd has strengths in global networks, cross-country investment promotion, and access to the Chinese market, while PT Jababeka Tbk has more than 30 years of experience in industrial estate development, management of special economic zones, and integration of industrial and urban areas, as well as strong networks at the government and business levels in Indonesia.

SD Darmono stated that this cooperation is an important momentum to strengthen Indonesia’s position as a strategic investment destination in the Southeast Asia region.

“This collaboration is not just about attracting investment, but also about building a sustainable industrial ecosystem. With the presence of the Innovation Center, we want to ensure that companies entering Indonesia receive comprehensive support, ranging from licensing, area integration, to connections with the local supply chain,” said the man commonly called Darmono.

He added that this initiative will also provide a positive impact for domestic industry players, especially in opening wider market access to China.

“On the other hand, we see a great opportunity for Indonesian products to penetrate the global market, especially China. This is part of an effort to create cooperation that is balanced and mutually beneficial,” he added.

Responding to this, Lijin Yan stated that the China–Indonesia Innovation and Cooperation Center was officially launched as a joint initiative between the China Silk Road Group and Jababeka Group to strengthen digital economy cooperation and cross-country industrial innovation. The collaboration between these complementary parties serves as a solid foundation for the development and high-quality operation of this cooperation center.

He added that this cooperation comes at a strategic moment as Indonesia–China relations enter a golden phase of high-quality growth, with great potential in the digital and industrial sectors. According to him, the China–Indonesia Innovation and Cooperation Center could become a bridge connecting technology, industry, and markets between China and Indonesia, while also boosting digital economic collaboration with broad impacts in the region.

“As the largest economy in Southeast Asia and a key member of RCEP (Regional Comprehensive Economic Partnership), Indonesia has significant needs as well as vast opportunities in industrial upgrading and digital transformation. On the other hand, China has global advantages in technologies such as artificial intelligence, industrial robotics, and digital technology. Both countries have a very large complementary potential, with promising prospects for digital economic cooperation,” explained Lijin Yan.

Moving forward, this cooperation will focus on three main areas, namely the digital economy, artificial intelligence, as well as robotics and smart manufacturing. The scope of the cooperation covers various sectors such as smart healthcare, smart factories, oil and gas energy management, smart cities, modern agriculture, and digital finance.

“We are committed to a localization-based approach—from development, operations, to empowerment—so that Chinese technology and innovation can take root in Indonesia, providing real benefits to the community,” said Lijin Yan.

In addition, both parties will also develop various supporting initiatives such as organizing exhibitions, economic forums, strengthening business networks, as well as developing logistics and supply chain systems to improve the efficiency of bilateral trade. To achieve the goals of this cooperation, both parties have agreed to establish a showroom under the name of the Innovation & Cooperation Center in Beijing and Jakarta as a promotion platform for each other.

As an initial step, both parties are targeting the development of pilot projects (anchor projects) and encouraging the gradual realization of investments through a project-based approach that is measurable and sustainable. One of them will start with the launch of Jababeka Digital Park, covering 500 hectares, which is planned to be officially announced at the World Digital Economic Forum in Beijing in early July 2026.

Both parties hope that this cooperation can run optimally and provide tangible impacts, not only for the business world but also for national and regional economic growth.
