Jababeka-Pertamina Continue Collaboration Towards Net Zero Emission
CIKARANG, September 18, 2026 – PT Jababeka Tbk (KIJA) and PT Pertamina (Persero) are strengthening their partnership again and collaborating on transforming the industrial estate to be greener and cleaner. This collaboration involves using clean energy in the industrial estate, converting waste into energy, and utilizing hydrogen for industry and transportation. The goal is to help companies in the area reduce carbon emissions and create a cleaner, greener, and more comfortable place to work, live, and carry out activities.
The collaboration was presented by Pertamina’s Director of Transformation and Business Sustainability, Agung Wicaksono, and Jababeka Infrastruktur’s President Director, Didik Purbadi, during a sharing session or seminar titled “Energy Resilience and Sustainability with Energy Transition: Towards a Net Zero Industrial Estate with Energy Security.” The seminar was organized by the Jababeka Net Zero Industrial Cluster Community (NZICC) together with Pertamina at Java Palace Hotel, Kota Jababeka, Cikarang, Bekasi.
NZICC consists of tenants (companies) in Jababeka that are committed to and actively working towards net zero emissions and green industry. Various activities are carried out, such as Jababeka Eco Week, seminars, sharing sessions, as well as business-to-business (B2B), government-to-business (G2B) partnerships, and other initiatives related to decarbonization and sustainability transformation.
Furthermore, Didik Purbadi conveyed that Jababeka is the pioneer of the first private industrial estate developer in Indonesia. Jababeka Industrial Estate was established in 1989 by 21 national entrepreneurs in Cikarang, Bekasi, with the concept of a modern, environmentally conscious industrial estate with integrated infrastructure (Eco-Industrial Estate) to be globally competitive in attracting investment to the country.
Currently, Jababeka Industrial Estate is home to around 2,000 multinational companies from 36 countries, managed by PT Jababeka Infrastruktur. From the very beginning of its development, this estate was prepared as Indonesia’s first modern and sustainable eco-industrial area, developed together with ProLH GTZ under a technical cooperation program formed by the Ministry of Environment of Indonesia and the Federal Republic of Germany.
The basic infrastructure of the Jababeka Industrial Estate is the most complete and integrated, all based on sustainability principles. For example, it has the first private power plant to use gas and not coal for the past 35 years; a water treatment plant (WTP) that uses surface water instead of groundwater; and the first integrated wastewater treatment plant (WWTP) in the country.
Jababeka also sets up Estate Rules to ensure that industries entering comply with regulations and protect the environment, builds a dry port for logistics efficiency and to reduce emissions and over-dimension, over-loaded (ODOL) trucks by using train transport to the port, and prepares mass transportation for workers.
“Through the synergy of modern infrastructure and the concept of self-sufficient eco-industrial parks, Jababeka has successfully created a multiplier effect on jobs, micro, small, and medium enterprises (MSMEs), as well as national economic growth,” said Didik Purbadi.
Over three decades, Jababeka has grown alongside other industrial areas in Bekasi to become a center for national manufacturing. Up to now, Bekasi has recorded the highest realization of manufacturing investment in West Java and nationwide. Jababeka has created 1.1 million jobs and has a relatively high per capita income in Indonesia (US$35,000 per capita), while Bekasi contributes 22–45 percent to the country’s manufacturing export.
Because of its significant role in the country’s economy, the Jababeka Industrial Estate has been designated by the government as a National Vital Object (Presidential Decree Number 63 of 2004; Minister of Industry Decree Number 620 of 2012 and Number 973 of 2025). The zone’s vital infrastructure, such as power plants, clean water and wastewater treatment, gas, as well as logistics flows and dry port distribution, must not have their operations disrupted.
Innovation and transformation continue at Jababeka, such as the installation of a 230-kilowatt peak (kWp) rooftop solar power plant (PLTS) at Jababeka WTP, in collaboration with Pertamina New & Renewable Energy (Pertamina NRE). Since starting operations in 2023, the panels have generated 858.21 megawatt-hours (MWh) of electricity.
According to the managers’ data, that number is equivalent to a reduction of 734 tons of CO2e emissions. The use of rooftop solar panels is now also being adopted by other companies in the area. As of September 2026, 23 companies in the Jababeka Industrial Area have installed them with a total capacity of 14.5 megawatt peak (MWp).
Agung Wicaksono appreciates and trusts the vision of green industry and sustainability championed by Jababeka and its tenants, who have shown commitment and real action towards green industry and decarbonization. The collaboration between Jababeka, Pertamina, and the tenants started in 2022 during the B20 Summit and the G20 World Economic Forum in Davos. Moving forward, PT Jababeka Tbk and PT Pertamina (Persero) will continue the cooperation scheme that was signed in 2022, which is the development of environmentally friendly industry. This year, their collaboration is focused on providing green energy in the Jababeka Industrial Estate.
The plan is that the cooperation will involve the use of pipeline gas, ISCC-certified biomethane (gas from organic waste that can replace natural gas), solar panels and battery storage systems (Battery Energy Storage System/BESS), as well as carbon credits, which are mechanisms that give economic value to efforts to reduce emissions. The two parties will also explore green hydrogen for low-carbon transportation in the concept of a public transportation-based city (Transit Oriented Development/TOD City).
Agung stated that the cooperation would expand to other types of clean energy. “Entering 2027, we’re focusing on developing other green energy alternatives, like hydrogen, biomethane, and even geothermal potential,” said Agung.
On that occasion, Agung also introduced the board of directors and management of PGN and Pertamina NRE who were present. He noted that the tenants in the Jababeka Industrial Area have shown commitment and concrete evidence towards net zero emissions. He cited Unilever, which is developing biomethane as an eco-friendly gas source together with PT Perusahaan Gas Negara (PGN), part of the Pertamina group. Another example is Astemo, which three years ago started installing rooftop solar panels of around 1.2 megawatts (MW) and now its capacity has grown to more than 2 MW.
“This shows that tenants who have committed to becoming a net zero industrial cluster have also followed through, with the support of Jababeka Infrastruktur. Therefore, Pertamina, through Pertamina NRE and PGN, is ready to continue developing and meeting the needs of tenants in pursuing decarbonization,” said Agung.
According to Agung, Pertamina’s support also includes addressing environmental issues, such as converting waste into energy (waste to energy) and utilizing gas from waste into hydrogen, which can later be used in industrial areas as well as the transportation sector.
“We believe that with Jababeka Infrastruktur’s support, the commitment of these tenants can be realized and can encourage the government to prepare the regulations, so that this goal can be achieved,” he said.
The seminar, led by Jababeka Infrastructure’s Operations Director Vega Violetta Puspa, was warmly and enthusiastically attended by the tenants and members of Jababeka NZICC. They will continue to work together to create an increasingly better and cleaner environment in Jababeka City.
